The state of Utah ranked 11th in the country in crude oil production during 2014 and 10th in natural gas gross production during 2013 (Energy Information Administration; not including Federal Offshore production areas). There are approximately 12,300 wells currently in production within the state.

The Oil and Gas Program of the Utah Division of Oil, Gas and Mining (part of the Department of Natural Resources) was established in 1955 to prevent the waste of oil and natural gas, encourage conservation and protect correlative rights of oil and natural gas owners.

Our Mission today is to promote the exploration, development and conservation of oil and natural gas resources in Utah, to foster a fair economic return to the general public for such resources, and to maintain sound regulatory practices to ensure environmentally acceptable activities.





News and Announcements...

    SYSTEM CHANGES COMING ON 5/25/2017 (5/23/2017) -  New
    The following applications will be shut down on Thursday, May 25, at 4:00 p.m. (MDT), in preparation for swithcing to our new database on June 1:
               - eReport (for filing of production, disposition, UIC, and gas plant reports)
               - ePermit (for filing of APDs, sundries, completion reports, and logs)
               - Incident Report eForm (for reporting spills and other field events)

    Additionally, the following web resources will not be updated again until June 1:
               - LiveData Search
               - Statistics
               - Map Resources
               - Well Files

    WE ARE AIMING FOR JUNE 1 (5/3/2017) -  New
    We are aiming to bring our new database and all associated applications online on or around June 1, 2017. We hope to avoid slowing your work or causing you any stress. There are a lot of moving parts involved, however, and great potential for problems. We'll try to fix problems and shortcomings as quickly as possible.

    INSTRUCTIONS FOR eFORM (5/3/2017) -  New
    One of the changes coming on June 1, 2017, will be a new program called 'eForm.' It will replace our current 'eReport' program, which has been in service for about 12 years. Using eForm, oil and gas operators will be able to create and submit the following reports:
               Form 10 - Monthly Oil and Gas Production Report
               Form 11 - Monthly Oil and Gas Disposition Report
               Form 13A - Summary of Gas Processing Plant Operations
               Form 13B - Gas Processing Plant Product Allocations
               UIC Form 2 - Monthly Report of Enhanced Recovery Project
               UIC Form 3 - Monthly Injection Report
    The program will be accessible on the Electronic Reporting page of our website.
    Users who currently have an 'eReport' login, will automatically be registered to use eForm. There is no need to re-register.
    If you are currently not registered to use eReport, but would like to use eForm, hurry now (before May 25) and register by going to the eReport login screen. Your login information will be migrated to eForm.
    There are several methods for an operator to prepare and submit a report:
               1 - The report can be opened online in the eForm program, completed, and submitted;
               2 - The report can be downloaded from eForm in Excel format to the user's computer, completed, and then uploaded to eForm.
               3 - A batch report can be created by the operator's computer system using an Excel format and then uploaded to eForm.

    NOTICE TO OPERATORS (3/20/2017) - 
    CHANGES COMING SOON TO ELECTRONIC DATA SYSTEMS      New
    The Utah Division of Oil, Gas and Mining will soon begin using a new oil and gas database. It will replace all of the Oil and Gas Program's current databases and will impact most of our electronic operations. Additional changes will be rolled out to oil and gas operators sometime during the next 6 to 12 weeks. Some of the changes include:
               - The use of 14-digit API numbers.
               - The collection of more detailed wellbore information.
               - A few modifications to our ePermit permitting program.
               - The replacement of our eReport program for monthly production, gas plant, and UIC reporting.
               - Changes to our website, including some LiveData Search functionality.
               - The addition of a web data mining tool and map (which will replace our current well locator map).
               - The installation of new servers.

    We are working to minimize potential problems and hope the transition will go smoothly for everyone.

    NOTICE TO WELL OPERATORS (12/15/2016) -
    ANNUAL FLUID INJECTION REPORT AND FLUID ANALYSIS FOR 2016 DUE BY MARCH 1, 2017      
    Rule R649-8-21 requires that all operators of disposal wells, storage wells, or enhanced recovery projects file UIC Form 4, Annual Fluid Injection Report, within 60 days following the end of the year. Rule R649-5-5 requires that the fluids injected into each disposal well or project be sampled and analyzed no less frequently than once a year and a copy of the analysis be submitted with UIC Form 4. The report and analysis for 2016 are due by March 1. Failure to submit these by the deadline will result in a Notice of Violation. Click here to learn more.

    NOTICE TO OPERATORS (10/27/2016) - 
    AMENDED INCIDENT REPORTING RULES EFFECTIVE NOVEMBER 1, 2016     
    The Utah Board of Oil, Gas and Mining, on October 26, 2016, approved changes to rule R649-3-32, Incident Reporting. The effective date of the changes is November 1, 2016. Rule R649-3-32 pertains to the reporting of events involving such things as accidents, injuries, fatalities, fires, blowouts, loss of control of wells, and the unauthorized release of oil and natural gas-related product, by-product, or waste through flaring, venting, and spills.     OPERATORS MUST REPORT
    ALL HYDRAULIC FRACTURING DETAIL TO FRAC FOCUS (5/15/2014)
    The Utah Board of Oil, Gas and Mining approved a hydraulic fracturing rule which became effective November 1, 2012. Rule R649-3-39 requires all operators to report the amount and type of chemicals used in hydraulic fracturing operations to the national registry website, FracFocus, within 60 days of the work being performed.     HYDRAULIC FRACTURING - What Is It? (2/8/2012) 
    There are a lot of stories in the media these days about hydraulic fracturing - a method used for nearly 65 years to increase production in oil and natural gas wells. Here are a few websites that will help you learn more about this process:
