3/20/2017	CHANGES COMING SOON TO ELECTRONIC DATA SYSTEMS - The Utah Division of Oil, Gas and Mining will soon begin using a new oil and gas database. This will impact most of our electronic operations. Additional changes will be rolled out to oil and gas operators sometime during the next 6 to 12 weeks. Click the icon at the right for more detail.
12/15/2016	ANNUAL FLUID INJECTION REPORT AND FLUID ANALYSIS DUE BY MARCH 1, 2017 - Rule R649-8-21 requires that operators of disposal wells, storage wells, or enhanced recovery projects submit UIC Form 4, Annual Fluid Injection Report, within 60 days following the end of the year. Rule R649-5-5 requires that the fluids injected into each disposal well or project be sampled and analyzed no less frequently than once a year and a copy of the analysis be submitted with UIC Form 4.
12/15/2016	WASTE MANAGEMENT PLANS DUE BY JANUARY 15, 2017 - Rule R649-9-2.4 requires that all operators submit an Annual Waste Management Plan to account for the disposition of produced water and other E&P wastes.
10/27/2016	AMENDED INCIDENT REPORTING RULES EFFECTIVE NOVEMBER 1, 2016 - The Utah Board of Oil, Gas and Mining, on October 26, 2016, approved changes to rule R649-3-32, Incident Reporting. The effective date of the changes is November 1, 2016. Rule R649-3-32 pertains to the reporting of events involving such things as accidents, injuries, fatalities, fires, blowouts, loss of control of wells, and the unauthorized release of oil and natural gas-related product, by-product, or waste through flaring, venting, and spills. 8/19/2015	PDF WELL LOGS MAY NOW BE SUBMITTED ONLINE - PDF copies of well logs are now being accepted online. Operators may submit such logs via our ePermit program through the PDF Well LogÂ option or as attachments to a Well Completion Report. Operators submitting their well logs as PDF images will no longer be required to submit paper copies of their logs to the Utah Division of Oil, Gas and Mining.
7/20/2015	EXECUTIVE ORDER ON GREATER SAGE-GROUSE - The Conservation Plan for Greater Sage-grouse in Utah was issued in February 2013 with the goal to protect, maintain, improve and enhance sage-grouse populations and habitats within Utah's 11 sage-grouse management areas (SGMA's). Thereafter, Governor Herbert's Executive Order Implementing the Utah Conservation Plan for Greater Sage-grouseÂ was approved in February 2015, wherein DOGM shall coordinate with the Division of Wildlife Resources (DWR) on all regulatory actions proposed for issuance within the SGMA's. Also, DOGM shall implement the recommendations of DWR subject to the statutory requirements to avoid waste of the mineral resource and protect correlative rights on private property. The Oil & Gas Program will invite DWR to participate in the onsite pre-drill evaluation for proposed locations within SGMA's. - Conservation Plan - SGMA Maps
7/13/2015	REPORT OF WATER ENCOUNTERED MUST BE SUBMITTED UPON DRILLING COMPLETION - Rule R649-3-6 requires that all operators submit a Report of Water Encountered During Drilling, Form 7, in conjuction with their Well Completion or Recompletion Report, Form 8, for all wells drilled in Utah

12/22/2014	MAINTENANCE OF WELL CELLARS AND CASING VALVES - Rule R649-3-15 requires that well cellars and casing valves be kept clean and properly maintained. Beginning April 2015, the Division will issue Notices of Violation to those operators not in compliance.
1/2/2014	WASTE MANAGEMENT PLANS DUE BY JANUARY 15, 2014 - Rule R649-9-2.4 requires that all operators submit an Annual Waste Management Plan to account for the disposition of produced water and other E&P wastes.
8/6/2013	LAS LOGS NOW AVAILABLE - In recent years, the Utah Division of Oil, Gas and Mining has received LAS logs (Log ASCII Standard) for some new wells. These logs are now available for downloading.
6/27/2013	AMENDED WASTE MANAGEMENT AND DISPOSAL RULES EFFECTIVE JULY 1, 2013 - The Utah Board of Oil, Gas and Mining on June 26, 2013 approved the repeal of the prior R649-9 rules and the reenactment of the new R649-9 rules, with an effective date of July 1, 2013. Rule R649-9 pertains to the disposal and management of produced water and oil-field wastes. Click the icon to the right to view the rule text.
5/1/2013	INCIDENT REPORT eFORM -- AMENDMENTS NOW ALLOWED - Operators using the division's Incident Report web form to report spills, blowouts, fires, and other undesirable events, may now amend existing reports previously entered into the system. Original reports should be amended when corrections are needed, rather than creating new reports for the same event. This will allow for more accurate tracking of such events.
4/24/2013	NEW OPTION FOR SUBMITTING WELL COMPLETION REPORTS NOW AVAILABLE - Utah oil and gas operators can now submit their Well Completion Reports (Form 8) and associated attachments by uploading a single pdf copy through the division's ePermit system (a "Completion Report" button is located on the Main Menu). This option replaces the need for submitting paper copies of this report. NOTE: Hard copies of all required well logs must still be mailed to the division at this time.
1/24/2013	NEW SURFACE OWNER PROTECTION ACT RULES EFFECTIVE JANUARY 23, 2013 - As a result of S.B. 77 passed by the 2012 Legislature, the Board of Oil, Gas and Mining approved Rule R649-3-38, Surface Owner Protection Act, effective January 23, 2013. The key focus of S.B. 77 and the new rule is to surface land that is defined as privately owned land overlying privately owned oil and gas resources, upon which oil and gas operations are conducted. 10/29/2012	NEW HYDRAULIC FRACTURING RULE EFFECTIVE NOVEMBER 1, 2012 - The Utah Board of Oil, Gas and Mining has approved a hydraulic fracturing rule which has an effective date of November 1, 2012. Rule R649-3-39 requires all operators to report the amount and type of chemicals used in hydraulic fracturing operations to the national registry website, FracFocus, within 60 days of the work being performed. 5/21/2012	FRACFOCUS WEBINAR TRAINING IS NOW AVAILABLE - The Interstate Oil and Gas Compact Commission and Ground Water Protection Council have announced that a webinar is now available for companies that would like to participate in the FracFocus hydraulic fracturing chemical registry. This 15-minute training offers companies a way to quickly train their personnel in the use of the FracFocus disclosure system. It can be accessed by navigating to the FracFocus website located at http://fracfocus.org or by clicking here.
2/28/2012	OPERATORS ENCOURAGED TO REPORT ON HYDRAULIC FRACTURING ACTIVITIES - As a way to address some of the public's concerns regarding hydraulic fracturing, all Utah well operators are hereby encouraged to voluntarily report the chemical content of their hydraulic fracturing fluids to the website FracFocus, located at http://fracfocus.org.

3/23/2011	MAPPING COORDINATES CONVERTED TO NAD83 - The Utah Oil and Gas Program converted its UTM mapping coordinates from NAD27 to NAD83 (Zone 12) effective October 18, 2011. Latitude and longitude coordinates were converted on October 26. Mapping coordinates can be downloaded here.
3/23/2011	NEW METHOD FOR AMENDING EXISTING ELECTRONIC DRILLING PERMITS IS NOW AVAILABLE - It is no longer necessary for operators to call division employees to "unlock" their permit for editing. They can now open the desired permit, quickly make the changes on a single form, and submit them.
3/23/2011	DESIGNATION OF WORKOVER OR RECOMPLETION, FORM 15, CAN NOW BE SUBMITTED ELECTRONICALLY - An option to submit applications for workover tax credits has been added to our ePermit program.
3/3/2011	NEW INTERACTIVE OIL AND GAS MAP IS NOW AVAILABLE - The Division of Oil, Gas and Mining has teamed up with AGRC to develop a Google-style map for locating oil and gas wells.

2/26/2009	WATER/ENERGY SUSTAINABILTY SYMPOSIUM - SEPTEMBER 13-17, 2009 - The Ground Water Protection Council invites your participation in the first Water/Energy Sustainability Symposium at the GWPC 2009 Annual Forum, co-sponsored by the U.S. Department of Energy, to be held in Salt Lake City, Utah. Deadline for Abstract Submission is April 1st, 2009.
1/15/2009	ePermit TRAINING TO BE HELD FEBRUARY 19, 2009 - Learn how to submit drilling permits electronically. All Oil and gas company representatives are encouraged to attend an ePermit introduction and training meeting to be held in Salt Lake City from 1:00 to 4:00 p.m. Those planning to attend should RSVP via email or by phone (801-538-5329) no later than February 5, 2009 (email registrants should show name, title, company, phone number, and address). Registration will be on a "first-come-first-serve" basis as building accommodations are limited.
1/4/2008	PALEONTOLOGICAL INVENTORY NOW REQUIRED WITH APD - All Applications for Permit to Drill (APD) that are submitted for areas located within sensitive paleontological areas must now include either a paleontological inventory or evidence of a completed paleontological review.
10/29/2007	ONLINE FILING OF APPLICATIONS FOR PERMIT TO DRILL - Utah oil and gas operators can now submit Applications for Permit to Drill (APDs) through the Utah Division of Oil, Gas and Mining web site. Prior to filing for permits electronically, companies must submit a registration form to the division. The new permit system walks the user through a series of data screens asking for such things as well location, ownership information, and casing design. APD attachments can be submitted in pdf format.
1/11/2007	REPORTING UNDESIRABLE EVENTS ELECTRONICALLY - Operators reporting undesirable events, such as leaks, spills, fires, etc. can now submit their written report electronically to the division (preceded by a call to the division) by using a new Undesirable Event eForm.
10/26/2006	DRILLING PERMIT EXPIRATION DATES - Utah oil and gas well drilling permits (APDs) are generally valid for one year. It is the operator's responsibility to monitor permit expiration. Permit expiration dates can now be viewed here.
10/17/2006	EXPEDITED PROCESSING OF PERMITS - High levels of industry activity have made it impossible for the Division to honor requests from oil and gas operators and waste facility operators for expedited processing of drilling permits and other applications. Read this notice to learn more about ways to speed up the approval process.
6/8/2006	VERSION 2 OF eReportRemote IS NOW AVAILABLE - Oil and gas operators can submit production, disposition, and injection reports to the Division electronically via Utah eReport. Version 2 of the eReportRemote program now provides an Access mdb file structure and xml translator to make database-to-database batch transfers simpler.
3/29/2006	SCANNED WELL FILES NOW AVAILABLE - Approximately 22,300 scanned well files are now available for viewing on our LiveData search program.
1/10/2006	VIEWING WELL LOGS - Approximately 38,000 well log images from 11,000 wells are now available for viewing.
9/8/2005	ELECTRONIC PRODUCTION REPORTING - Electronic production reporting is now available to operators.
8/17/2005	NEW ASSOCIATE DIRECTOR - A New Associate Director of Oil and Gas has been selected.
6/30/2005	OIL AND GAS RULE CHANGES - Several "non-substantive" changes were made to the Utah Oil and Gas Conservation General Rules and approved by the Board of Oil, Gas and Mining at their June 2005 hearing. These modifications consisted mostly of grammatical corrections and updates and were deemed to be such that they do not impact the way the division conducts its day-to-day business.

2/8/2005	CHECKLIST FOR PREPARING PERMIT APPLICATIONS - A checklist is now available to assist operators in putting together a complete Application for Permit to Drill (APD) package.
12/10/2004	WELL HISTORY DATA ON WEB - Well history information (drilling dates, completion dates, etc.) is now available on our web site.
4/27/2004	LIMITS ON DRILLING PERMIT EXTENSIONS - The Division will no longer issue more than two drilling permit extensions for wells to be drilled on State or Private (fee) leases.
4/27/2004	TRANSFERING DRILLING PERMITS TO ANOTHER COMPANY - Drilling permits or pending applications will not be transferred to a new company in the course of an operator change until the new operator signs a Request to Transfer Application or Permit to Drill form.
2/24/2004	PLUGGING BONDS FOR STATE LEASE WELLS - Effective February 24, 2004, the Division of Oil, Gas and Mining began holding all plugging bonds for wells located on School and Institutional Trust Lands Administration lands, in addition to bonds for wells located on fee lands.
7/1/2003	BOND RULE CHANGES - Several changes to rule R649-3-1, Bonding, were approved by the Board of Oil, Gas and Mining and became effective July 1, 2003.
4/24/2003	CHECKLIST FOR DRILLING PERMIT EXTENSIONS - The Division is requesting that Sundry Notices for APD extensions now be accompanied by a checklist validating the prior application information.
3/17/2003	CULTURAL RESOURCE INVENTORY FOR DRILLING PERMITS - Cultural Resorce Inventory information is now required when submitting an application for permit to drill on Utah School and Institutional Trust Lands.
